Nepali actress Rekha Thapa was seen with the Film Development Board (FDB) head, Pappu (Dharmendra Kumar Marbetia) smoking marijuana on Shivaratri. Newspaper, Samacharpatra published some photo of the two smoking marijuana filled cigarette in public.
On Shivaratri Marijuana is smoked by considering it the gift from Shiva.
Rekha had wanted to head FDB but, had to withdraw when fellow film artists started protesting.
